Part One: Protecting the Wages of Migrant Construction Workers

This paper is the first output of a research project that addresses the issue of late or non-payment of wages to migrant construction workers, with a specific focus on the countries of the Gulf Cooperation Council (GCC) where the vast majority of construction workers are migrants from low wage economies in Asia. The purpose of this paper is to raise awareness of the extent of the problem of late or non-payment of wages in the construction industry and to increase understanding of its causes.
