Vinay is a global expert in infrastructure governance and public procurement, with over 35 years of experience across multilateral development banks, government agencies, and major infrastructure projects.
He served as Director of Procurement and Fiduciary Services at the African Development Bank (2008–2017), where he led landmark reforms to strengthen transparency, value for money, and country system use. He also headed the Bank’s Integrity and Anti-Corruption Department, introducing data-driven tools and forging cross-institutional partnerships to combat fraud. At the World Bank (2017–2022), Vinay’s focus shifted to advancing emerging areas of public procurement, chairing a major multi-donor trust fund, and shaping the research agenda on procurement’s role in development outcomes and social justice. His early career in Indian Railways and leadership of transformative projects like the Delhi Metro and Konkan Railway shaped his conviction that infrastructure must serve the public equitably and transparently.
